Centre of Certification is operating successfully for over 8 years now doing voluntary and obligatory certification.
Certification in Ukraine
The most important governmental institution, which is operating certification in the Ukraine is Ukraine's National Committee for Technical Regulation and Consumer Policy (Der¿spo¿ywstandard).
In order to ensure the safety of life and health of humans, animals and plants and the protection of the environment and property in relation to products produced and imported into the territory of Ukraine are used standards and requirements, which allow to their admission to the Ukrainian market.
These rules are contained in the national standards established under the Soviet system GOST-R or Ukrainian UkrSEPRO.
UkrSEPRO (Ukrainian state system of certification of products) is a certificate corresponding to European standards, allowing exports of the product for sale on the Ukrainian market.
Confirmation of the production of conformity with current standards, can take on a voluntary basis through voluntary certification conducted on behalf of the entity or a mandatory or compulsory certification through the adoption of a declaration of compliance by the entity.
In order to obtain permission to export and distribution of goods in Ukraine (depending on the industry), are necessary Certificates of Ukraine following:
- Certificate of conformity with the standards of Ukraine UkrSEPRO
- Sanitary- epidemiological Certificate Ukraine
- Fire Safety Certificate of Ukraine
- Certificate of Technical Committee of the National Construction Ukraine
- Certification of construction services on the market in Ukraine.
It is possible to obtain a certificate from the Ukrainian certification entities on the lot, the contract system and the quality of production (including in the conduct of research in the plant producing goods for export to Ukraine).
Exporters of agricultural products to the Ukrainian market are required to put on the packing or directly on the articles subtitles in Ukrainian language, containing the names of products, information about the quantity, composition, etc. In a foreign language can only be put commercial brand, the logo of the company or the name of its product.
There are several types of certification:
- Certificate of UkrSepro for one delivery- it allows to import only one delivery
- Certificate UkrSepro for one year series of production- in order to obtain the necessary samples are products,
- Certificate of UkrSepro for two years for serial production- to get this document is necessary to audit the factory and also tests samples of products in Ukraine,
- Certificate of UkrSepro for five years serial production- Ukrainian authority after certification tests agreement with ISO 9000, inspection is made every year and additional verification of production.
There are subject to compulsory certification in Ukraine:
- household electrical equipment and components,
- lighting equipment and its components,
- hand-held electrical devices and portable workshops and assembly of the Bench- insulated handles,
- household appliances radio-electronic,
- numbering devices,
- special protection measures,
- technological devices for food industry, including butcher and dairy and for company, trade and eating,
- medical equipment,
- toys,
- washing agents,
- low-gabarit tractors,
- devices to treatment of wood and metal,
- devices to cook,
- bicycles, prams,
- precautions,
- communication measures,
- dishes z precious metals, base metals, ceramic and glass,
- automatic and control devices to making cash operates, devices to exchange offices,
- domestic equipment working with solid fuel, liquid and gas,
- fire equipment,
- motor vehicles and trailers,
- agricultural equipment,
- basins and taps,
- welding materials,
- products of light industry,
- agri-food articles,
- petrochemicals,
- building materials and constructions,
- pipes and tanks,
- catering and hotel services given by subjects of tourist sphere,
- the protection for individual workers
- the source of chemical energy,
- radiation equipment,
- school and office supplies,
- hunting and sporting firearms,
- fireworks.
A detailed list of products is contained in the Order of the National Committee of Ukraine for Technical Regulation and Consumer Policy No 28 of 1 February 2005. "The approval of the list of production which is subject to compulsory certification in Ukraine.
The certification and registration issued declarations of conformity is carried on accredited certification institutions, in Ukraine there are: scientific research institutes, national organizations for standardization, metrology and certification, departments for the protection of consumer rights and peripheral laboratories for quality.
